This may not be a tagging bug but a bug in a provenance query or in KAR
building -- sometimes a tag that shouldn't be in a workflow gets written into
the workflow, and vice versa.

To replicate:
- open and execute a workflow
- tag the workflow and execute again
- export run1 to KAR

unzip KAR and look at the workflow moml, it contains the tag.
