David, thank you for explaining to us why having a centralized modules.txt that
contains prioritized dependencies is undesirable for a modular system.  This is
also an issue of using the same Classloader to load all of the classes that are
running in Kepler, as opposed to a separate Classloader for each module as
other modular systems do (the inclusive approach as opposed to the exclusive
approach that you and Tim argued for so long ago).  But we have come too far
down this path now to solve it at this point and we don't have the resources to
design and develop such a system on our own.  So perhaps documenting the issues
is all we can do for now.
