This bug is for backwards compatibility.  Since 2.0 kars do not allow for java
classes or jars this utility would allow people to convert any 1.0 KARs that
contained jars or java classes into modules that can be used in the 2.0 system.

It may also help solve the .kepler upgrade from version 1.0 to 2.0.  A utility
to write actors and workflows from the v1.0 .kepler "cache" to v1.0 KARs could
be developed, and the output of that utility would be fed into the input of
this utility to create modules that are 2.0 compatible.
