Well the solution I came up with is not ideal, but it works. The
KeplerDocumentationAttribute now generates one generic (i.e. it doesn't
actually do anything) change request when it is created. Also, the
KeplerDocApplicationSpecializer generates a generic change request whenever the
documentation is saved. So the LSID revision is rolled properly on the
workflow. Closing this bug.
