[kepler-dev] difficulties with module manager upgrade

Hi David,

A report was just filed whereby someone had trouble upgrading using the
module manager from 2.0 to 2.1.  Are there any known issues with that
upgrade, and do you have any advice for the submitter?  I filed the bug
under the 2.2 milestone as I thought it important to fix any lingering bugs
associated with the MM upgrade process.
