If you open a model with an unsupported director in wrp, like 03-LotkaVolterra,
provenance auto disables because the director is unsupported. But no toggle
event is sent, so WRM and Reporting have some problems because they assume
provenance is on. Probably provenance should either send out a toggle 'off'
event, or WRM and Reporting should change to assume provenance is off by
default, and when opening any model that is supported provenance should send
out a toggle 'on' event.
