This bug is now complete.  When a developer publishes a suite, they just have
to place a file that is named with the same name as their suite in suitename >
resources > documentation.  When the user selects 'Modules Documentation' from
the Help menu a list of active modules is displayed.  The user clicks on the
module that they would like to view the documentation for, and Kepler will
automatically find the appropriate documentation file, open the browser in a
new window, and display the documentation.  If the file is not found, there is
a user dialog that states the file was not found, and directs them to the Wiki
for further information.
