[kepler-dev] Configuration System Design

Hello,

Matt and I have been working for the past couple weeks on coming up with 
a design for the kepler configuration system.  We think we have 
something solid enough that we would like to open the conversation up to 
everyone.  Please take a look at

It has a general description of what we are trying to accomplish as well 
as the requirements and implementation details.  It also has a class 
structure diagram and an execution flow diagram detailing how the new 
system will work.

We'd like to have a call about this toward the end of the week.  I'd 
like to propose Friday at 1pm PDT.  If you're interested in this topic
