Good point. But this can be solved by simply making the current active
configuration the default. If the workflow engineer has reason to think that
not all the modules that are currently active are needed, they could simply
turn some of them off. Obviously, it would be up to the workflow engineer to
test his assumption that not all the modules are needed before distributing the
workflow.
