I can't replicate this under my Windows 7 build, either at build 21037 or
21048.  This includes calling File->Save As on a new, blank workflow and on a
trivial (unmodified SDF + RExpression) workflow.  It doesn't seem to occur from
a Save followed by Save As, nor from an Open followed by Save As.

Shirley, can you provide more instructions so we can try and replicate this? 
Also, which build are you running (run svn info from the build-area to find
out)?
