[kepler-dev] tagging and workflow-run-manager

Good idea - I'm particularly interested to see if we are getting what  
we need in the "metadata" when using Metacat to search the runs and  
workflows.
(CCed Mike). Hopefully we'll have some good TPC-based tests run before  
this Thursday meeting.
