 put a change in yesterday that will prevent a "blank" ROML from being
serialized. But I can definitey imagine a case where this happens when
exporting multiple runs.
We really don't want the 00-Statistical_summary_ROML.xml entry at all when we
export runs - it is not tied to any particular run. I'm not sure how we can
omit that, however, since the KAREntryHandlers have no knowledge of each other
or under what context they are being invoked.

Should the KAR builder continue on even when the dupe error is encountered?
