[kepler-dev] Running devel version of kepler produces lots of output

Hi Christopher,

Building Kars is something that is no longer performed by the build 
system, but instead at startup by Kepler itself. The different between 
"ant run" and "ant run-only" is simply that "ant run" depends on (and 
thus executes) "ant compile" whereas "ant run-only assumes that all 
compilation has occurred. However, since Kepler itself is in charge of 
building Kars, this is done regardless.
