Hi Rajan,
There used to be a Kepler web start .jnlp file at
http://dev.nceas.ucsb.edu/altintas/kepler.jnlp
but this was in 2004.

If you are using Kepler-1.0.0, then probably the easiest thing
would be to find an application that builds .jnlp files, perhaps
from and IDE such as Eclipse.  I don't know if such an
application actually exists though.

Ptolemy II includes scripts that build .jnlp files, but
these scripts are not well supported and there is no template
for Kepler.

Web Start is pretty cool, but building a web start .jnlp file
requires a fairly detailed understanding of how the application
works and how resources are found.
