[kepler-dev] ant javadoc -Dfull=true fails

Running "ant" shows the following:

      [exec]  javadoc                        Create javadoc for all the modules in\
  modules.txt. Use -Dfull=true if you want to link your documentation to documenta\
tion of Kepler and Ptolemy too.


However, ant javadoc -Dfull=true fails:

We need a test suite for the build system. . .
