So this has changed a bit.  The idea now is not to have a separate tab for
workflows but to have a folder in the Components tab for each of the local
repositories that have either been assigned by default or set by the user.  One
of these folders could contain "Workflows".  This seems to be a good solution
to the problem that Workflows and Actors, programmatically, are very similar
and difficult to distinguish with algorithms.  Now it is left to the user to
decide what is a "Workflow" and what is an "Actor" by simply keeping the KAR in
a different folder on the disk.
