This was an artifact of old code in KeplerGraphTableau that updated the LSID of
a workflow if the existing authority and namespace was different from the local
authority and namespace.  With the new Revision updating happening during
MoMLChangeRequest events it is unneccessary to do this check in
KeplerGraphTableau and that code has been removed.
