The stylesheet for rendering the report (as pdf) has the following defaults:
Title: 16pt bold
Section Header: 14pt bold

The report designer panel shows large bold for the section header only; the
report title is small and normal weight - can we bump that up to match the
values in the stylesheet so that there's a correlation between the designer and
the result?
