Hi Rajan,

    That is because you haven't deploy Axis2 into Tomcat.

    The introduction document 
(https://code.kepler-project.org/code/kepler/trunk/modules/webservice/Kepler%20Web%20Service%20Introduction.txt) 
is a little out of date. I just update it. So please check it again to 
find detailed steps.

    If you still have problems, please let me know. If possible, would 
you please describe your requirement for Kepler Web service? I want to 
collect its different usage.
