David, could you explain how the config.xml and configuration.xml files 
are handled by the build system?

In the reporting module we've got 
reporting/configs/ptolemy/configs/kepler/configuration.xml

from the command line it seems to be reading it properly, but in eclipse 
it seems that it is still using the one from the common module.  The 
suite is wrp and I notice that there is a 
common/target/classes/config.xml in there that seems to be what is being 
used for Config
