Make certain interface enhancements to tagging that are deemed not important
enough to block 2.0 or the wrp release with.

These include:

* Move the indicator for what is being tagged ('(workflow)' or '(run)')
somewhere to make it more intuitive.

One idea that people liked:

Exchange this:

Tag: ______ (run)

with:

Tag /run/: _____

where // is italics.

* Move the combobox down to the toolbar below so the entire bottom toolbar is
related to tagging. Ideally have the tags wrap rather than going off the
screen.

* Fix the tag manager ontology concept editor getting out of sync with the
actual data.
