Make changes that are either easily done or essential before an initial public
release through the new module manager.

This changes include:

* Move tag manager from combobox to menu.
* Add a button for adding a tag that duplicates the functionality of the enter
key wrt the combobox.
* Insert default instructions for tagging into the combobox.
