    I'm learning the new configuration system and have a question about 
it. Would you please help on it? Thanks.

    Different modules may have their own menu items. To realize it, the 
module should be able to add configuration properties to files like 
uiMenuMappings_en_US.xml. One special requirement for menu items is that 
the configuration property location matters. People want to add one menu 
item after/before a certain exiting configuration property. So I think 
ConfigurationProperty class should have interface like 
addPropertyBefore() and addPropertyAfter().

    Do you think it is a proper requirement? Or you have other ways to 
work around?
