The build system currently does many tasks using SVN. However, it is possible
that in the future we may want to support multiple repositories, and those
repositories might utilize different protocols. It would be useful to make the
build more generic and allow the repository type to be specified as a parameter
(where it defaults to SVN or another preferred SCM).
