[kepler-dev] moving kepler root files

Hi,
I'm looking at getting the installer functionality working in kepler
again and there are a bunch of files in the root of the trunk checkout
that I'd like to move. These files were all used with the old system
and no longer work or are no longer valid/relavent to the current
repository structure and build system. There is also out-dated
documentation in that directory (i.e. INSTALL.txt). I would like to
move them into trunk/etc to preserve them until we do the next release,
since there is valuable information in some of these files that just
needs to be transfered to the new system. Does anyone have a problem
with me moving these files?

Once I get the installer working, many of these will go away all
together. The licensing information, I think, should be moved to a
'licenses' directory. The trunk directory is never checked out if you
use the new build system so these files aren't getting seen by many users.
