[kepler-dev] Kepler project has now migrated to SVN

We've completed the migration to Subversion and the two new svn modules (kepler, 
and kepler-docs) are up and running.  You can now check out kepler and 
kepler-docs with the following commands:

svn co https://code.kepler-project.org/code/kepler/trunk/ kepler
svn co https://code.kepler-project.org/code/kepler-docs/trunk/ kepler-docs

I have updated the build instructions for Kepler, as well as the Development for 
Kepler page on the wiki with relevant details:

If you have had a CVS account with us in the past and were authorized to make 
changes in the Kepler repository, your same username and password will continue 
to work, but will not be required unless you attempt to change the repository.

The NMI build has been updated and is now accessing files from SVN and has been 
successfully building on Redhat, Fedora, MacOS, and Ubuntu.

We still have some cleanup to take care of, including an update of the Eclipse 
build instructions, and replacing the references to the CVS site on all wiki 
pages.

The CVS server has been locked and is now inaccessible.  All development should 
switch to the SVN server as of now. Please let us know if you encounter any
