Committed changes to:
src/exp/ptolemy/vergil/basic GetDocumentationAction.java
configs/ptolemy/configs/kepler configuration.xml 

This change uses a parameter to determine if multiple documentation windows are
allowed.

Note 1: The GetDocumentationAction class should be "folded into" the ptolemy
source tree so that we do not maintain two versions that slowly diverge. 
(Hence the optional configuration parameter)

Note 2: Allowing multiple documentation windows allows multiple documentation
windows for _the same actor_ to be opened.  This may be an undesirable (if
unintended) consequence of the enhancement.
