Simply copying the kepler.app to the Applications directory will not work (due
to some relative paths). To make the $KEPLER directory look like it does on
other platforms, a number of needed files are not inside the kepler.app
(hidden) directory ( they are inside the parent directory). 

Copying an alias to kepler.app does work

The other option would be to not try to preserve the development environment
and actually put all the classes within kepler.app
