I added ptolemy.actor.gui.WelcomeWindow and WelcomeWindowTableau and modified
kepler/configs/ptolemy/configs/kepler/welcomeWindow.xml to use WelcomeWindow.
I copied intro.htm to introScientists.htm and introProgrammers.htm.

Todo:

* introScientists.htm and introProgrammers.htm need to be updated. 
  I'm not sure who should handle this.

* The WelcomeWindow needs to have a "Show this Dialog on Startup" checkbox
  and a close button.  The size of the window is a little odd, it is set in
  kepler/configs/ptolemy/configs/kepler/welcomeWindow.xml
  Nandita, could you handle this?

* The preferences system is in flux.  At the minimum, VergilPreferences
  needs to be moved to gui.  I'll work this out with Edward.
