[kepler-dev] Configuration information

Hey Chad,
    I was examining the ptolemy/configs/kepler directory. There are 
various *.xml file there like the kepler.xml file that import other 
*.xml files and establish a hierarchy that defines the original PT actor 
tree. Are these even needed anymore? Aren't they completely superceded 
by the KAR system?
