Add a simple annotation dialog for now so users can choose classes from 
existing ontology to annotate actors, ports etc.  Provide access to simple 
definitions of a class and also related classes to a specific class.

With this simple dialog, users will not be able to edit ontologies.  That will 
come later.

This annotation dialog should be accessible from various places within the UI.

(later, we will experiment with embedding Growl for use as the annotation tool 
but Growl needs to be expanded to include other features such as providing 
various canned simplified views of the ontology, adding a goole-like search 
within growl so users can search annotation properties, concept names etc, and 
features so that users can configure multiple views on an ontology, and 
arrange multiple view in visual heirarchies)
