[kepler-dev] Can't start Kepler

Rod,
I have seen a similar message several times in the past. In some
cases, it can result from an error in building the kepler-configs.jar.
Is the configuration file really in that jar in the PT directory?
Yesterday, I ended up fixing it by running 'ant ptolemy' from the kepler
dir to rebuild the ptolemy.jar file and then an 'ant run'.
