[tcs-lc] Incertae Sedis, and broader issues

thanks for summary.

Without waiting for real data, we can find incertae sedis examples
by Google search including

How can or cannot we represent them in TCS?
Annotaion of taxsuprage in TaxonomicRankAboveSuperfamilyEnum seems
suggesting to use tax. supergen. instead of incertae sedis, but
I feel it is an abuse of tax. supergen.  I have difficulty for
the first two examples.  NatureServe eaxmples will give
("tax. supergen.", "Incertae sedis").

If it causes of sersious disagreement, I don't think it is a mainor
modification between recommendation vote and ratification vote.
