[SEEK-Taxon] Design issue about taxonomic concept browser and editor (TCBE)

Hi, Everyone,

Designing and developing a tool to browse and edit taxonomic concept 
has been listed as a task of SEEK-Taxon group (see SEEK-Taxon group 
Santa Barbara meeting note of 2004). I initiate this document about 
the design and implementation of TCBE as a start point. Please do not 
hesitate to share with us your concerns, suggestions and opinions.
