[SEEK-Taxon] Draft TES

proposal for UBIF, the Unified Biosciences Information Frameword

Because of the recent reorg of the discussion from another into its own 
Wiki Web, it is a little hard to see that UBIF is not an invention of 
Gregor Hagedorn, but stems from lots of discussion with SDD people, 
BioCase (e.g. ABCD) people, Donald Hobern (GBIF) and at least a few SEEK 
lurkers. But some of the history is evident from the links at
