jing and ben need to coordinate the upgrade and also kep in mind to: 
-use kepler metacat instance for actor library only (currently the case)
-setup another (NEW!) metacat instance on KNB for the registry and distributed
computing slave nodes (lots of records) - does not share the regular KNB
metacat instance that houses all the EML etc..
-register the existing services (currently 3 query services in kepler's
config.xml) with the existing kepler metacat instance
