[seek-dev] Simple LSID resolver

The GBIF/TDWG group working on LSIDs has been trying to address the 
problem of fast resolution of LSIDs.  One of the advantages of LSIDs is 
they have a robust indirect resolution mechanism, but because that 
mechanism has not been widely implemented (e.g., in common browsers), 
most systems do not know what to do with an LSID when it is seen.  We 
have come across this problem because systems like protege do not know 
how to resolve LSID namespaces for ontologies.

In the attached email, Rod Page proposes (and implements) a simple, 
centralized LSID resolver that uses http.  Basically, it is a web based 
service that uses the LSID as the path in a GET request and returns the 
metadata that that LSID should return -- ie, it handles the resolution 
itself.

There's still an issue of how the user chooses whether to get the 
metadata or the data from the LSID.
