The current SRB implementation uses grid services.  Need to migrate it to use
only web service methods using the new WS build system that is checked in under
the 'axis-only-branch'.  The migration should happen in two phases.

First:
1) get operation
2) query operation

Then afterwards:
3) login/logout operations (will be deprecated eventually)
4) put operation
