[seek-dev] The Registry and DiGIR running in Axis

The highlights:
1) The port to Axis took about one day (most of this was because I had 
never done anything with Axis)
    a) The DiGIR portion of the conversion took less than 30 mins.
    b) Metacat and SRB took less than 10 mins a piece
2) The build file is much short and saner than the previous one.
3) It's easy to to get working on a new machine and runs under Windows
