The base URL was not set, so it wasn't really generating any RSS feed.  The 
incorrect URL is just a part of old data from the last time it was generated a 
few months ago.  I have set the base URL to enable the RSS feed.  The 
corrections are in CVS as a part of version SEEK_WEB_2_0_2 but not yet 
deployed.  FYI deployments of new webapps require administrator access due to 
unresolved problems with Tomcat configuration.
