That's what I did first.  They both get the error.  (The KEPLER and PTII
environment variables were set.)

Ooops, you're right, i forgot the buildkarlib.  The full command should be

ant full-clean ptolemy buildkarlib run-dev

What error did you get after doing that?  Make sure your KEPLER and PTII 
env vars are set prior to doing that.
