Kirsten wants to include the actor documentation in an indexed PDF along with
the release.  We need to write an XSLT stylesheet to transform all of the actor
documentation into html so that it can be crawled by a pdf maker.  We also need
to have the XSLT create a table of contents.  We've done something similar with
EML.
