[kepler-dev] Kepler cleanup - removal of scia specific code from head of CVS

Hi All,
    In an effort to 'cleanup and slimdown' Kepler, I have removed scia 
specific code and jars from the head of CVS. If that causes anyone 
problems, please let me know. The version BEFORE this removal has been 
tagged 'KEPLER_WITH_SCIA' so the code and jars that have been removed 
can be recovered.
