Ptolemy changed the action used for this menu and changed it to a hierarchial
menu. I am not sure exactly why it would not appear, but when I tried
referencing the Action class directly by name in the menuMapping file, I
discovered that the mapping requires an Action with a specific type of
Constructor. I modified the new Ptolemy Action for Renaming to match the
requirements. This fixed the problem.
