[kepler-dev] Documentation reminder

Hello Everyone,

I just wanted to send a friendly reminder to check in documentation for
your actors asap. We agreed that we'll complete the developer
documentation until Beta1.

One problem with the existing documentation is that there are invalid HTML
tags. This makes us not be able to generate documentation efficiently so
Nandita turned off the feature that uses these tags. Please be careful in
the HTML tags you use in documentation.(Otherwise the documentation will
stop half way. We'll have to go through and fix them in everyones source
code if this goes on.)

Samantha is working on the user level documentation (I heard from
Nandita). So you're only expected to enter the Javadoc for developer
documentation with the tags mentioned in the document at:
