[kepler-dev] welcome screen HTML tableau

Hi Laura,
I have add welcome screen with Ptolemy's HTML Tableau as orginal kepler 
welcome screen before. However the lower button panel including 
checkbox,close button is separate. And now the main welcome panel and 
lower buttonpanel are in separated boxes. Is this ok? I have attached 
the screenshot of the screen.

Currently the "Do not show this dialog" doesn't work and I believe 
Christopher is working on classes /for storing such preferences.
