To help with tracking for the release, I am opening a separate bug (see Bug
#2355) for the "icons don't display correctly for first four icons in the 
toolbar" issue, and am leaving this bug to deal with the issues regarding the
toolbar status when a workflow is first opened. Changing the name of this bug to
reflect this.
