[kepler-dev] Questions for adding new actors

the README solution (read "hack") isn't a very good one.  Eventually,  
these LSIDs will be kept track of by the actor repositories that will  
be online.  Since we haven't gotten that far yet, we have to just  
wing it a bit.  I would not recommend just choosing a random "large"  
number and using that.  You could use your own namespace (i.e. the  
'actor' part of the lsid) if you don't have kepler commit privileges  
or you could ask someone else to check in the README for you.
