[kepler-dev] Documentation

Hi Shawn,

If it is code documentation, it needs to go into Javadoc.

Any other non-actor documentation will be placed in one of the user
manuals I assume. Maybe Laura and Samantha can give a better answer to
this as they have been working on it.
