[kepler-dev] bug emails

FYI,

I've temporarily turned off bug emails to the kepler-dev list because I 
am going to make a lot of changes to recategorize and prioritize bugs 
today, so I want to avoid the overload to the list.  After the full list 
is restructured I will re-enable bug emails to the list and I will send 
a summary of the changes that I made.
